Briefly, a template is a pre-made design that lets you set up your website as quickly as possible because there is almost no time investment required for design analysis or art. There are plenty of places on the internet that offer free or low cost templates in a variety of styles. However, because they are so freely available, it is possible that the design you choose will already be in use by other websites. Given the sheer size of the internet, it is unlikely that your competitors are using the same design you pick, but you will still be using a somewhat generic design that may not accurately reflect your company's unique corporate image.
If you choose to commission a completely new website design, you can be certain that no one else n the web is using your site design, and you'll be able to customize it down to the last detail to make sure that everything projects the image you want for your company and your products or services. In some cases, requesting a completely new design may make it easier to add more advanced functionality to your site in the future. This, however, comes at a cost. More time will need to be spent in the analysis and design phase to make sure that both you and our developer are on the same page and have the same expectations for the site. Time is indeed money, but many clients believe the distinctiveness gained by the custom design work is worth the extra expense.
There is also a third, middle-of-the-road option: take a pre-made template and modify it according to your company's requirements. This has the benefit of reducing time (and cost) of development while at the same time making some adjustments to achieve the desired image. In this case, you must keep in mind that the developer will be modifying something that she did not originally make, which may delay the development process as she becomes familiar enough with the template to make sure that changing a given part of it will not break something else.
