Find business partners
The federal government puts out thousands of requests for products and services each year. You'll qualify for some of them, but might not have the capacity to do all of the work in others. In those cases, it is useful to know what other companies can do that other work in the contract that you can't, so you can subcontract them to help you fulfil the contract. Alternately, you may want to find another, larger company that will subcontract part of the work they were awarded to you.
There are currently more than 500,000 companies in the United States and Puerto Rico in the government's Central Contractor Registration database — that is, companies registered and eager to do business with the federal government. How many of them will be your partners? How many of them do you even know? How many of them even know you?
